Study progresses on new railway connectivity in Chile

A multi-sectoral workshop sets out next steps for the planned Northern Rail Access Line.

Officials in the Concepcion region of Chile have announced the completion of a major milestone in a US$1.35 million pre-feasibility study for a new railway line. A multi-sectoral workshop, held on 4 November and hosted by the Biobio Regional Government in Concepcion, brought together stakeholders in the public and private sectors to review progress and determine next steps for what is seen as a strategic infrastructure initiative in southern Chile.

The study, launched in June 2025, evaluates options for the proposed Northern Railway to Concepcion, a new direct passenger and freight link between Chillán and Concepcion via Rocabecuen.

It was commissioned by the Ministry of Transport and Telecommunications (MTT), and was awarded earlier this year to Solutiva and V&R Consultores after a public tender. The study, scheduled for completion in 2028, aims to determine the optimal fit for the new line, reduce travel times and enhance connectivity between the urban areas of Greater Santiago and Greater Concepcion.

Nowadays, a very circuitous southern route via San Rosendo connects Chillán with Concepcion, Chile’s third largest city. Therefore, EFE’s intercity passenger service from Santiago currently terminates in Chillán, where passengers transfer to the bus to complete the journey to Concepcion.

In addition to passenger services, regional officials highlight the project’s potential to enhance freight transportation, positioning Concepcion as a logistics hub for south-central Chile.

The northern rail access to Concepcion is part of a broader US$3.2 billion investment plan for the railway network in the Biobio region, which is being implemented under Chile’s National Railway Development Programme.
