The US Department of Transport (USDot) issued messages to inform New York that two main projects in the railway infrastructure within the state, the second street and the Hudson tunnel are subject to administrative review and that federal financing payments cannot be addressed during this review.
According to a statement issued by USDot on October 1, these payments include a value of $ 300 million for the second subway, while the remaining federal funding for this and the Hudson Tunnel project is about $ 18 billion.
The statement says the review is “to determine whether any unconstitutional practices are occurring.” This is followed by the temporary final rule (IFR) issued by Usdot to remove “assumptions of race and sex for the social and economic defects that violate the United States’ constitution” from its deprived program of business (DBE), which aims to prefer small companies when granting contracts funded by the federal government.
According to the statement, the position of US Minister of Transport, Sean Duffy, on the DBE program is clear. Usdot says: “Supporting infrastructure contracts in taxpayers on tax dollars based on discriminatory principles is unconstitutional, combating civil rights laws, and a waste of taxpayers resources.”
Usdot adds that it focuses on the second street tunnel projects and the Hodon tunnel, “Because it can be said that it is the largest infrastructure initiative in the Western hemisphere, and the American people want to see them completely and efficiently.”
However, the statement notes that the time range to complete the project review will be prolonged the closure of the federal government, which entered into force on October 1 after Congress failed to pass the necessary financing legislation.
Usdot says: “Without a budget, the administration was forced to subjugate civil rights staff responsible for conducting this review,” says Usdot. “This is an unfortunate victims of the decision of the reckless radical Democrats to hold the federal government as a hostage.”
